The general problem with stun procs even on great weapons like:
Hammer of the Titans
Binds when equipped
Two-Hand Two-Hand Mace
163 - 246 Damage Speed 3.80
(53.8 damage per second)
+15 Strength
Requires Level 58
Chance On Hit: Stuns target for 3 seconds.
... is that the boss mobs are immune to stun, typically. Furthermore, because of diminishing returns, you only really get 3 chances at stunning anything, and a 3-second stun is not the best thing to waste your stun opportunities on.
HOWEVER, this is a great weapon, often overlooked in favour of the reaper, even though the damage is similar. Because of the strength+ (whereas Reaper has a Sta+), I'd say that this Hammer is about 2 DPS higher than the Reaper, with less damage range (top end "real" dmg less than Reaper, but low end damage is higher).
UNFORTUNATELY, I think this weapon is harder to make than the Reaper... hence its lack of popularity.
