Smithing Patterns: Who and What?

I'd like to know who has the following plans. I'm listing these in more detail than the alchemy patterns, because I feel that our low-levels don't really know what we could do for them in terms of making weapons and armor. I'M ONLY LISTING THE "GOOD" ITEMS. My criteria is: This weapon is appropriately "good" for someone's level, and the mats are at least somewhat reasonable.
