I got to 235 on my alliance character (back before I came to this server) by lvl 27. Just mine every spot you see, no matter what it is, to raise skill and stockpile supplies. Then look for the item you can make that is orange, or possibly only just turned yellow, that only requires mats you have. If you don't have all the mats you need for any one thing, pick the cheapest one. I don't recall what items I made though.

Yeah, without spending tons of cash, you're pretty much stuck mining your own metals, and hoping that others can send you the other mats (leather, etc).
