oh ive got an AWSOME spec w/ OEB. if i upgrade it it had to be the same speed of faster...maybe a little slower

I'm still confused why you'd bother with Booming Voice, Impr Demo Shout and Improved Cleave when you could have Iron Will from the Arms tree and Anger Management, which has been given a nice buff. You may also check out Improved Thunder Clap.
I agree with you on the 1h specialization. It's better than Cruelty for both damage and improved aggro.
I'm wondering if SHield Slam and Devastate will share a cooldown.
If you load your suggested spec now, you'll notice that Blizz changed some things to be worth less points. You have more options now.
Given that you'll probably change your gear drastically by L70, I suspect that those few points in Anticipation may be needed. It's probable that the new gear may have less +Def on it to compensate for that buff to the talent.
IMO, improved shield wall is a waste of points. Shield Wall is a nice "save", but if you're in that much trouble that the extra time will save you, the raid / group will probably wipe anyway.
Zrog tends to block about 114 dmg / hit. Yours is probably higher with that new shield from Buru, but I think it will depend on what the new content is like. Still, another 30 dmg blocked for 2 hits doesn't sound like much to me, either. However, if they give out a lot of +block% gear, maybe it will make a big difference when it's added up.

That is nowhere NEAR the build I had originally posted. In fact, I can't even go LOOK at the build I had originally posted now, so I'll have to redo it from scratch. Fixed Build

Comments on Sil's fixed build (Stomp's now broken so I can't comment): You may consider taking Impr Demo shout over UWrath... and take the points in improved bloodrage over +8 def... but it really depends on the itemization in the expansion, and what mobs they throw at us. Demo shout is all but useless against big mobs. Maybe +def will be hard to get on L61+ gear... who knows? I've only seen green items so far, really. I would also suggest maybe taking Improved Bloodrage and Sunder instead of Vitality. I guess it's 200 hp and 20 str (which = another piece of good gear), but... dunno. Seems like a lot of points the small boost. I guess it depends if you're going for rage = aggro, or more staying power. I would rate your build on the staying power side. My ideal build looks rather simliar. I don't care much for the improved block value, but maybe if lots of little monsters are attacking, it would make a big difference. If you are willing to get out of the Fury tree, you could have something like this: www.worldofwarcraft.com/info/classes/bc-warrior/talents.html?350200210000000000000000000000000000000000002335411033020120531351... where you get MUCH higher rage efficiency (-6 rage Sunders and Heroic strikes), plus Improved Overpower & Charge and the buffed Anger Management, plus improved Bloodrage. Mind you... your DPS takes a hit from lack of crit. I am HOPING that the new encounters favour a more balanced warrior build, but maybe not. Either way, I think Piercing Howl is a really nice thing to have, especially with the other classes getting "+to dazed target" type of talents. Zrog

Is there an X amount of dmg that gives 1 rage? I know theres some other things that give rage, but is there a straight dmg conversion?

I saw that somewhere... I think it's 30 dmg = 1 rage. However, that must scale somehow as you level (I think).

They're actually "normalizing" rage generation from damage dealt in the next patch. I'm not sure exactly what that means, but I hunch that their goal is to remove or minimize the "snowball effect" whereby warriors dealing lots of damage are generating more rage, which further increases their DPS, etc.
