Can I play different region DVD's on my comp?

Think so...? You'd need appropriate codecs. Not sure if Hardware changes. Doubt it.

Codecs have nothing to do with it. A PC can play any region DVDs, however the region of the drive is set in the drive's properties. You can change the region setting a limited number of times in the properties for the device. (I think maybe six?)

Then after the 6 times I get stuck? I have 2 drives, what if I set them to different, will I still be able to burn?

Hmm. I thought maybe it would've been codecs or w/e the DVD is encoded with. Meh, I don't know everything and ventured a guess.
So...to play a different regions DvD, you have to change the region property in your drive?

Burning is independant of what region you're using, and yes, you can set the region of each drive differently. I've done it in one of my systems, actually.
As for codec, every DVD uses the same codec, I believe it's MPEG2. The video signal does differ from region to region (NTSC or PAL), which can be an issue if you're displaying it on a fixed region television, but computers monitors are not fixed into one video mode like many televisions are.
